Le One Health Scorecard a \u00e9t\u00e9 \u00e9labor\u00e9 gr\u00e2ce \u00e0 une collaboration entre l\u2019OMS TDR, quatre groupes de recherche africains et Global Health Group International, dans le but d\u2019am\u00e9liorer la sant\u00e9 locale par une mise en \u0153uvre guid\u00e9e d\u2019une gestion transdisciplinaire et adaptative dans le contexte des syst\u00e8mes socio-\u00e9cologiques. Il s\u2019appuie sur une initiative de recherche conjointe du <\/span>TDR et du CRDI sur les maladies \u00e0 transmission vectorielle et les changements climatiques (2012-2017), dont une r\u00e9union d\u2019\u00e9tape s\u2019est tenue \u00e0 Brazzaville en 2019. Contexte<\/span><\/strong><\/h1>\n

Bien que le concept \u00ab Une seule sant\u00e9 \u00bb ait \u00e9t\u00e9 formul\u00e9 pour la premi\u00e8re fois il y a vingt ans, sa mise en \u0153uvre s’est av\u00e9r\u00e9e complexe. Ce n’est que r\u00e9cemment qu’il a \u00e9t\u00e9 possible de commencer \u00e0 traduire ses principes fondamentaux, tels que propos\u00e9s initialement par ses cr\u00e9ateurs, en un cadre m\u00e9thodologique et de recherche fond\u00e9 sur des donn\u00e9es probantes. <\/p>\n

Il convient de noter que le groupe \u00e0 l’origine du concept \u00ab Une seule sant\u00e9 \u00bb s’int\u00e9ressait au probl\u00e8me croissant des zoonoses \u00e9mergentes et r\u00e9\u00e9mergentes. Si d’autres d\u00e9finissent aujourd’hui \u00ab Une seule sant\u00e9 \u00bb de mani\u00e8re plus large, ses principes et concepts fondamentaux restent n\u00e9anmoins pertinents. La recherche m\u00e9thodologique, aujourd’hui d\u00e9sign\u00e9e sous les termes de recherche sur la mise en \u0153uvre ou de science, est particuli\u00e8rement applicable et essentielle \u00e0 la r\u00e9ussite des interventions, qu’il s’agisse d’att\u00e9nuer le risque d’\u00e9mergence de maladies ou de relever tout autre d\u00e9fi sanitaire. Ce domaine s’est d\u00e9velopp\u00e9 relativement r\u00e9cemment. <\/p>\n

\"\"<\/span><\/p>\n

Il en va de m\u00eame pour la prise en compte des principaux principes initialement propos\u00e9s : l\u2019application d\u2019une approche transdisciplinaire et \u00e9cosyst\u00e9mique, centr\u00e9e sur l\u2019interface homme-animal-environnement. Si cette derni\u00e8re est particuli\u00e8rement pertinente dans le contexte de l\u2019\u00e9mergence des zoonoses, cette \u00ab interface \u00bb sous-entend l\u2019\u00e9cologie, l\u2019\u00e9tude des interactions entre les esp\u00e8ces, notamment dans une perspective syst\u00e9mique. Par cons\u00e9quent, cette perspective, et ce que l\u2019on appelle g\u00e9n\u00e9ralement l\u2019approche \u00e9cosyst\u00e9mique, la gestion \u00e9cosyst\u00e9mique, voire la gestion fond\u00e9e sur les \u00e9cosyst\u00e8mes, est essentielle \u00e0 la compr\u00e9hension et \u00e0 la mise en \u0153uvre des efforts visant \u00e0 assurer le maintien, voire la restauration, des environnements humains \u2013 ou plus pr\u00e9cis\u00e9ment, des syst\u00e8mes humains-naturels sains. <\/p>\n

Pour \u00eatre durables, ces syst\u00e8mes doivent non seulement l’\u00eatre, mais aussi pr\u00e9server la sant\u00e9 humaine, celle des animaux domestiques, des esp\u00e8ces et vari\u00e9t\u00e9s cultiv\u00e9es, ainsi que celle des communaut\u00e9s naturelles (plantes, animaux et micro-organismes). Un autre d\u00e9veloppement crucial de ces vingt derni\u00e8res ann\u00e9es a donc \u00e9t\u00e9 la maturation du champ de recherche et d’intervention associ\u00e9 au cadre des syst\u00e8mes socio-\u00e9cologiques. Ce cadre englobe un ensemble de th\u00e9ories, de principes, de concepts et de proc\u00e9dures qui combinent (et recoupent en r\u00e9alit\u00e9) ceux de la recherche sur la mise en \u0153uvre. \u00c0 l’instar de la gestion des \u00e9cosyst\u00e8mes, dont le cadre des syst\u00e8mes socio-\u00e9cologiques est principalement issu, la recherche sur la mise en \u0153uvre s’attaque \u00e0 des probl\u00e8mes concrets ; c’est-\u00e0-dire aux d\u00e9fis qui se posent en dehors des cliniques et des laboratoires, au sein des communaut\u00e9s locales, des districts, voire des institutions de sant\u00e9. La conception des recherches cliniques, en laboratoire et m\u00eame \u00e9pid\u00e9miologiques est largement ax\u00e9e sur le contr\u00f4le des variables afin d’isoler et d’identifier potentiellement les relations causales et de comprendre les m\u00e9canismes sous-jacents. <\/p>\n

Dans la r\u00e9alit\u00e9, ce que l’on appelle parfois le \u00ab monde r\u00e9el \u00bb, tr\u00e8s peu de choses sont contr\u00f4lables. En fait, dans le syst\u00e8me \u00e9tudi\u00e9 ou soumis \u00e0 une intervention, les variables sont incontr\u00f4lables. Toute tentative en ce sens peut m\u00eame avoir des cons\u00e9quences n\u00e9gatives. Reconna\u00eetre cette distinction entre les syst\u00e8mes contr\u00f4lables et les syst\u00e8mes avec lesquels nous interagissons dans la r\u00e9alit\u00e9, techniquement appel\u00e9s \u00ab syst\u00e8mes adaptatifs complexes \u00bb, est essentiel pour comprendre et concevoir des interventions et des probl\u00e9matiques de sant\u00e9 globale. Bien que les chercheurs et les professionnels du domaine \u00ab Une seule sant\u00e9 \u00bb n’aient pas besoin de ma\u00eetriser en d\u00e9tail les syst\u00e8mes adaptatifs complexes, domaine principalement r\u00e9serv\u00e9 aux physiciens et aux \u00e9cologues des syst\u00e8mes th\u00e9oriciens, il est essentiel de comprendre la diff\u00e9rence fondamentale entre les syst\u00e8mes habituels sur lesquels nous menons nos recherches et les syst\u00e8mes r\u00e9els. Le cadre des syst\u00e8mes socio-\u00e9cologiques constitue actuellement l’ensemble de th\u00e9ories, de concepts, de principes et de pratiques le plus largement accept\u00e9 pour \u00e9valuer et mener des interventions appliquant la science des syst\u00e8mes adaptatifs complexes. <\/p>\n

The Centre Suisse de Recherches Scientifiques en C\u00f4te d\u2019Ivoire was created in 1951 in C\u00f4te d\u2019Ivoire (West Africa) by the Swiss Academy of Natural Sciences (ASSN) with the aim of facilitating Swiss researchers\u2019 work on natural resources in C\u00f4te d\u2019Ivoire. <\/span>50 years later, in May 2001, a headquarters agreement was obtained from the Ministry of Foreign Affairs of C\u00f4te d\u2019Ivoire making the CSRS an open international Research institution with diplomatic status under the dual trusteeship of the Swiss Government (through the Leading House, the Swiss Tropical and Public Health Institute) and the Ivorian Government (through the Directorate General of Research of the Ministry of Higher Education and Scientific Research).<\/span><\/p>\n

CSRS is today a multicultural research and development institution in West Africa with the vision of being a regional institution of excellence at the service of science, individual and institutional capacity building, and informing multi-scale decision-making processes for development. It had four main research domain that are (1) Environment and Health, (2) Conservation and Valorization of Natural Resources, (3) Governance, Society and Economic Development and (4) Food Security and Nutrition. <\/span>CSRS is located in Abidjan, economic capital of the C\u00f4te d\u2019Ivoire, with four research stations in the center and north parts of the country.<\/span><\/p>\n

Jaramogi Oginga Odinga University of Science and Technology (JOOUST) is a body corporate not-for-profit public institution of higher learning established under the Universities Act No. 42 of 2012 Laws of Kenya. It was granted a Charter on 11th February 2013. The University is strategically located near Lake Victoria, the world\u2019s second largest fresh water lake; an endowment that bestows upon it the potential for studies in fresh water science and natural resource management. The Institution is accessible directly by road, air and water. It is located 70km west of Kisumu City. The location is not only friendly for pursuit of academic excellence and scholarship but also suitable for high profile research undertakings as well as community outreach.<\/span><\/p>\n

The Institution offers market driven academic programmes for sustainable socio-economic development. The programmes are tailored towards providing students with the relevant competencies, skills, knowledge and integrated understanding of the different disciplines in health, agriculture, engineering among others.<\/span><\/p>\n

UKZN was formed in 2004 as a result of the merger between the University of Durban-Westville and the University of Natal. Since the merger UKZN rapidly transformed to become a research-intensive institution in Africa \u2013 it is a member of ARUA.
